Well it took me 3 weeks to figure out that using the hanging option on my hanging feeder was going to cut down on food being wasted. Now we are going through much less feed. But now I am starting to run low on my original bag of starter.
I have 12 chicks that are now 4 weeks old, they are intended to be egg layers not meat, should I buy the same or step up to the next type of scratch?

Not scratch.

Up to you really, I am feeding my 9 week olds a general feed - I moved them to the coop at 8 weeks and thats when they stopped getting the medicated chick starter.

From what I've read on here and elsewhere, you should continue the starter until 16 weeks.
