4 week turkey poult trouble walking

symptoms: trouble standing up and keeping legs together. will move legs just fine if I pick him up.
timeline:
day7-20, turkey poult walking just fine in mixed flock with 1 poult, 5 chickens, all eating medication chicken feed.
day 21, let him go outside for 15 min and he did peck the ground
day 23, changed bedding from shredded paper to shredded pine.
day 24, symptoms suddenly develop and he can not walk. he gets around by using wings.
day 26, made a leg splint using rubberband and straw between legs, no improvement
day 27, increased feed to 24% protein to make sure turkey gets proper nutrition, no improvement.

It can take a little for the leg problems to show when you start a turkey poult on chicken starter. Chicken starter does not contain the levels of lysine, methionine, niacin or protein that a poult needs for proper development. A 24% protein feed is not much better.

It will probably be better if you mercifully cull it now.
