5 Month old RiR Roo or Hen??????? Pics..

Supossibly I got 4 RiR hens and one Roo But 5 months later my Roo Doesn't Show any signs of Progress in growth Like my Other RiR Heres Pics of Both I will let you guys judge.

this is the H/She and this is jolly red giant.

any help would be appreciated. I don't want to pen them up and Jolly Hurt anyone.
