6 week old chicks neck becoming naked?

Hello everyone! I have a slow feathering chick, presumably a blue Orpington, whose neck has started to show some skin. I don't have a picture atm, but underneath her wings and by her vent is also bald. Is it anything to worry about? I think that she may be a runt as well because she is tiny compared to the others. It looks like he's getting his feathers in! Is he a rooster? Just wondering! He looks like one to me! It doesn't look like his feathers are being picked out, it looks like either somebody is picking them out or he has new feathers growing in!
I agree. It just looks like it’s getting it’s older feathers in. They can look real scraggly for a while when they switch from the “downy” chick feathers to their normal feather.
Thank you both! She was in the sexed pullet brooder at Meyers Hatchery so I'm pretty sure she's a hen. Our other lavender orp hen that we got last year in February was also slow feathering and looked like this one, though she did have more feathers at the time.

Her comb is also itty bitty but she could surprise us
