6 week olds. barred rocks hen or roo? help

I have got two 6 week old pullets they both didnt have but fuz or even tails feathers when I got them. There buts were sore and red from the other pullets picking at them. My question is why don't this one have a little feather tail? And the other black one dose? HELP!!
