Alright I believe that's very likely your problem - nutritional deficiencies and possibly overload of others like calcium causing hypercalcemia from the layer feed.

They need starter feed ASAP with a higher protein level and the proper nutrition for their rapid development if they are to have a chance to bounce back - you may be at a point where you would have to syringe feed them a baby bird feed powder mixed with water. It's a slow process where you dribble droplets of the feed on the tips of their beaks to form a driplet hanging off and then put some liquid at the edge of their mouth to try and induce swallowing.

I use Tropican hand feeding formula found at petsmart. Good luck!!!

I am in NSW so we may have different brands of food but I have Peckish Produce Game Bird Layer/Finisher in a orange bag
Ingredients
oats, maize,wheat,lupins,canola meal,soy meal,lime, dicacalcium phosphate,salt,vitamin and minerls,vegetable oil
typical analysis protein 24,02% fat 3.46% crude fibre mix 6.36% met energy 2450k/kg
