Alright I believe that's very likely your problem - nutritional deficiencies and possibly overload of others like calcium causing hypercalcemia from the layer feed.
They need starter feed ASAP with a higher protein level and the proper nutrition for their rapid development if they are to have a chance to bounce back - you may be at a point where you would have to syringe feed them a baby bird feed powder mixed with water. It's a slow process where you dribble droplets of the feed on the tips of their beaks to form a driplet hanging off and then put some liquid at the edge of their mouth to try and induce swallowing.
I use Tropican hand feeding formula found at petsmart. Good luck!!!
