8 week old chicks feathers are not coming in

I have Bantams that are about 8 weeks old. One of them, the feathers are not coming in and he/she looks pretty ragged. They were all bought together and there is not any fighting going on. Any idea? I have attached a picture. Thanks

That's a bantam Cochin frizzle rooster. The feathers are normal for him.

Are the other chicks you are comparing him to also frizzled? If he looks different than other frizzles I might be concerned, but I'm pretty sure the way he looks is just normal for him and nothing to worry about.
