8 week old speckled sussex... a roo?

I have a speckled sussex that didn't feather in as fast as the other pullets. As a matter of fact, this 8 week old still has no tail & a lot of "fluff" on it's back/tail area with a couple of curly feathers covering its vent.
It has a peachy comb and NO wattle development. It basically looks exactly like the other, except slow feathering. It's legs seem a bit thick, but I may be imagining it.
What do you think?

I have a couple the same age. One has a tail, the other doesn't. The combs are identical. Sussex are supposed to mature fast- but I can tell what orps are roos at 4 weeks! These guys are tough.
I'm going to say "hen" because the lady I got mine from breeds them and seemed to know what she was doing.
 
LOL I agree. I have 2 that age. One day they both look like pullets. The next day I have a cockerel and a pullet. Then back to two pullets. I guess pullet
 
I raise Sussex and I have noticed with mine that the pullets usually do feather faster, but the comb look too small to be a roo. they are easiest to tell the difference at about 2 weeks.
