9 1/2 week coturnix quails, no eggs?

I have some coturnix quail, no idea on their sex. They don't seem to display any mating behaviour, no fighting, no 'crowing', etc. They just sneak around, eat their food, drink their water, dust bath in their bowl and like hiding in piles of leaves. They're 9 1/2 weeks from hatch now, shouldn't they be matured? I heard coturnix mature by 6-8 weeks.

it is winter here, can that affect things maybe?

Are they outside? Are they getting supplemental lighting?

How many per cage?
Can you hold each one and get clear pictures that include the chest area?
What exactly do you feed?
The questions I asked Cazook, and the ones Kiki posted are very important.
 
four quail in a 2x4ft cage, they get quail superstarter crumbs (27% protein)

I can try to get pics tomorrow. This is one from some weeks ago, not sure if it will be any help

Will try to get those in the morning! thanks. I did wonder if it might be because of the short days. Maybe I could bring them inside once I build a different style enclosure for them.
