9 month old Buckeye Cockeral infertile?

My 9 month old Buckeye roo has been mating vigorously two of my hens. I checked some of the eggs and they had a faint bullseye. When incubated, they never developed. ( the other eggs by my other 9 month old Dorking, and my eggs from a breeder are doing well in the incubator). Is he infertile or too young? How often is it that you get an infertile roo?

Buckeyes are on the slow side for maturing. I've read of roos (I don't remember what breed) who were not fertile for 1.5 years. He probably just needs more time.
 
Update! My Buckeye roo is almost a year old, and of all the hens he has been with, only one egg was fertilized (its in my inci now) So if he can impregnate one hen,..why not the others? This isn't even his favorite hen! I am wondering about his future in the stew pot. He sure does try, but for some reason, only once has he been successful in producing an fertilized egg!
