Abandoned Rooster

Finally bought this boy home from the local rooster dumping area after he got wedged between a water tank trying to escape someone's dog Is he a bantam? He seems small. He's had some much needed rest and fatting up after roughing it for 3 months on his own. Any ideas as to breed?
