Adopted chicks

I put 4 two day old chicks under a brooding hen. She is doing really well. However one of my other hen is going crazy. she gets under the momma and the chicks. I separated the momma and chicks but the other hen is running on the outside of the pen.
She is not being aggressive just seems like she wants chicks too. Anyone experienced this?

If she's broody then it makes sense. Many times I have had broody hens sit on eggs and raise babies together.

If she isn't broody then I would keep her away.
