advice needed

for the whole day my rooster has his head and neck bent way over to the front, so his beak is touching the floor. it thought maybe it was frostbite related, because we had a cold spell, but now it doesn't look like he's going to make it.
yesterday i noticed his comb and especially the wattles were kind of swollen, and the tips were blackened from the cold. this is his second winter.
last nite was cold and i kept a electric heater on in the coop.

If you can isolate, get some warmish sugar water in him. Warm wet mash and in the warm house. Antibiotics could help if he's got an infection.
