This morning one of our guinea hens got chased by a dog it ran after her then pushed her to the ground. I do not see that any thing is broken. but she has been laying down, panting, not eating or drinking. It been about 20 mins.

How is she doing?

I would check her over really well for any puncture wounds or abrasions.
If she was pushed down, then she may have suffered some internal damage, depending on how hard.

Keep her separated and quiet, she's likely in shock. You don't want her too warm, but not cold either. I don't know what your weather is like, it's hot here, so if that's the case, find a shady area. If it's cold, then she needs sheltered a bit. I would offer her some sugar water or electrolytes, see if she will take some sips and work through the shock.
 
She is probably in trauma and may not even lay eggs for a while. Give her time to rest, but if she doesn't attempt to eat or drink in a while, you may have to give her some extra nutrients.

One of my hens was chased and hurt by a dog. She was skinned up and had many missing feathers, and limped for a few days. She healed fine without special treatment, but went into a molt immediately and did not lay again for several months. When she started laying, her eggs were either thin shelled or shell-less from then on.

Yup. The same thing happened to my ducks recently. They are almost recovered from their limps and injuries and stopped laying. The funny thing is, before, I slightly spoiled them, but after a good "spanking" by the dogs, they happily eat accept everything offered!
