all males ganging up on one male

I have 9 males and 14 females,, they have lived together for almost 2 years and all of a sudden, they are in a new larger fly pen and they are beating one male up. I have moved him into a space by himself. is there anything else I can do, or should I just put him back in the other pen.

What type of quail are they? Many times young quail will tolerate each other for the first year, but come the following year, they go off on each other. Depending on what type of quail you have, you need to pair them off either male to female, trio's or small colonies.
