Am I doing more harm then good?

We have a hen that has been getting picked on. At bed time all have been on the roosting poles but her. She has been tucked in under the poop tray. We have been putting her on the pole with some of the others mostly because it’s 13f outside! Calling for a low of 1 tonight. Are we better of letting nature take its course with the flock or just keep picking her up?
 
Just to cross off any what ifs out there, are you sure she isn't sick? Is your roost long enough to support the flock hierarchy? And is she a smaller breed/variety than the rest of your flock? You can keep moving her, but if she is inside a decent coop with a good insulative bedding material to form a thermal barrier so her feet are kept warm she should be ok even at that temperature.
 
Are there enough roosts? I've seen in my old chickens, the lowest of the pecking order would sleep on the lowest roost, if that roost was not available they would sleep outside. Maybe she needs another roost to get away from them?
 
I have roosters penned separately. They don't require other chickens to be warm. Sounds like you need to provide more roosts so the bottom hen can roost without being harassed. She won't get cold, but she could get frostbite on her feet and legs from sleeping on the ground if your bedding isn't thick. One roost is never enough.
 
14 hens one rooster she is one of 5 Easter Eggers. There is a extra 4ft roost with no one on it most nights. Tonight there was plenty on the main lower roost 6ft +\- I put her there with snow ball a white cochin from anther thread. Plenty of shavings under the poo tray and it’s in a corner where no breeze could ever get her but.....
 
The red one is most likely a Silkie mix. Definitely not a RIR with that crest and walnut comb. Also definitely a cockerel with a comb that red already.
Too young to even try and guess the Silkie.

Are there enough roosts for her? If she's lower in the pecking order they may not be letting her on. I would just keep doing what your doing and make sure she isn't getting too cold. I agree with @Squishychicken if worst comes to worst, put her in a nesting box all to herself.
