Yes, Olive Eggers are just Easter Eggers (as in, a mix that lays colored eggs) bred in such a way that they will (or, should) lay green/olive eggs.

Some hatcheries distinguish between them because people are looking for specifically green/olive eggs. Because parent stock tends to be some sort of blue layer crossed with a dark brown layer (often an Ameraucana or Crested Legbar crossed with a Marans), they can have characteristic traits at certain hatcheries (ex: many Olive Eggers that are Marans crosses have feathered shanks/feet). That said, feathered feet aren't a guarantee of any egg color, unless you know that particular hatchery breeds blue layers x Marans for olive eggers.
