Agree 100% that is a rooster. As to breed...is he smaller or 3/4 size? He might have some game fowl in him...on another thread a roo with that type of comb/color had Spanish gamefowl. If he is full size, he might be full or part Sicilian Buttercup....he has similarities to a Black Breasted Red Sicilian Buttercup roo.

The left bird is definitely a rooster, the right is a pullet.
