Another question about roosters.

I have a 1 year old cochin Bantam rooster. Currently 3 hens. + one died recently died from heat. I had 3 hens setting, earlier, but when we checked, non of the eggs were fertile. The rooster, makes a great show around the hens, but does not mount them often..that we can see.
One hen set so long that I purchased 4 white silky bantam chicks to get her off the nest, so I add them to my flock.

What is the problem with my rooster..naturally infertile, or something else?

Sometimes excessively fluffy roosters have problems making contact with excessively fluffy hens and insemination does not occur even though you see mating. Plucking vent feathers can help. There is also the possibility that he is sterile.
 
That is good possibility. I am sure they will appreciate my plucking the feathers at/near the vent!!
One of the hens is a frizzle, so that could be a distinct reason,
