Another temp question

I built a new bator and got it going. before i put eggs in it i tried to do a little checking on the temp. the temp is the same at the top and the bottom im using a fan. the inside air temp was at 107 and swings down to 97 (big swing) so i put a glass of water in the bator over night witht he temp probe in the water checked the next morning and the inside temp was the same but the probe in the water was reading 99 and was constant not moving. i removed the probe and checked the temp in boiling water was 212 and stuck in ice water and was 32 so i know what the probe is right. to make a long stort short do i use the temp of the probe in the water or the air temp?
