Captive quail in overall have been bred over so many times that they've practically lost their instinct to brood.
So you really can't 'rely' on a species of quail to go broody, your best bet of getting chicks is in an incubator.

There are some rare cases where coturnix/japanese quail go broody and are able to raise chicks, same thing with button/chinese painted quail.
But that's rare, and you'd need to be very lucky to have a female do so.
Many hens have gone broody before, but gave up at some point, so it's special to have one sit on her eggs until they hatch.

Yes, they are capable of raising chicks though - but only those that they've hatched themselves, it's too risky to throw in some random chicks as quail are territorial.
But being broody, is more likely a no/low chance.

If you have a big enough pen with lots of natural cover resembling their natural habitat as much as possible, the chances of a quail hen going broody are much more likely.
