anyone else having issues getting turkys to use the coop

Mine roost outside too. I've locked them in for a month at times and they will still roost in the trees or on a coop roof. You often see them in the early mornings with their backs entirely snow covered.

I get my turkeys into their coop by giving them bread. I have 4 pens with turkeys and chickens. It doesn't matter what time at night I go out, even if they are roosted, I call them and throw bread into their coops and tbey all go in. You can go to the bread stores and buy day old/expired date bread for next to nothing. My girlfriend goes and gets a truck bed full (covered with a cap) for $30. that is a lot of bread. If it is too much for you, you can put 12 to 15 loaves of bread in empty feed bags and sell is to people for their birds ($10 a feed bag full) and it would more than cover your cost to buy it. Have the people save their feed bags and bring them back top refill.
