I have a goat that seems to be having some skin issues. I thought it may have been from rubbing on the feeder, by this morning she has one on the top of her shoulder. I scrubbed with Betadine and applied polysporan anti itch. I checked for lice and did not see anything. No new animals have been introduced. Any thoughts?

You could treat with ivomectin which will take care of external parasites. You can inject it or given mouth.

It could be fungus. I would treat the spot with bluekote which is an anti fungal as well as a wound spray.

Just because you cannot see the lice doesn't mean there aren't any. The little buggers are hard to see. If the goat were mine I would give it a good dusting with a louse powder and spray the bald patches with BluKote. It is very effective in treating fungal infections. The goat will look kind of funny for a while. I had one buck who was almost bald from a fungal infection. I sprayed him liberally with BluKote. It cleared up very rapidly, but for a few days this buck was a sight to behold. You don't see a purple goat every day.

It could be mites.
I have used Epenx it is a cattle pour on. I use it as a pour on too. It helps with mite, lice and other parasites. It is 1cc for every 20lbs. And if goat is in milk and you use it for human consumption you have to throw it out for the next 10 days. After putting it on.
