Are Bantam Cochins (AKA Pekins) a True Bantam, or not?

The thread's subject is the question. I have read opposite statements as to whether bantam cochins (Pekins in AU, etc.) are a miniaturization of standard cochins, or are a separate breed, and thus a true bantam. IME they behave very differently than the standard cochins. Anyone know one way or another?

Both sides have their followers. I know the UK says they are a true bantam, but the US does not. Many books I have read say they are not true bantams, but there is a few that think they are true bantams. I do not know what to think. I hope this helps.
