Another thought is to introduce one cockerel at a time to your hens and not let them dominate the pullets. Let the hens train the boys how to be gentlemen.

I agree with the others,classic situation of too many young bloods with too few hens!Although I have to say that any cockerel that rips out feathers or attacks young hens has something wrong with it and should be culled for your hens safety.A Good cockerel will do their dance and protect and guide hens rather than hurt them. Don’t give up on getting a good boy they are out there!They are diamonds in the rough!I own a nice rooster myself who has never attacked me once since raising him as a chick,and never bullies the hens.
