I don't know about other Roosters, but my welsummer starts at about 3:30 am and goes off at least once an hour. As the sun really starts to come up he goes about every 11 seconds. And he generally crows All through the day at seemingly random times and intervals. Most of my neighbors to the north have said nothing, northwest"are up at that hour anyhow,"southwest don't hear him, and directly south love him to pieces. So I guess I am good on that. When he is outside and I am inside I hardly hear him, and I have to assume it is the same for all the neighbors. I am also pretty good at sleeping through him even if he is right next to my bedroom window, or if he wakes me up I don't have a problem going back to sleep usually.
I would say to make sure you know the chicken laws for your new place and talk to your neighbors. Leave them a note with your phone number if you have to ( I did that with the people to the north after having him for 1 week), and always be nice! If he is bothering them you can probably make arraignments to put him in a dog crate at night so he won't be able to crow to early. We have done this on an occasion when we have had light sleeping guests, and it works pretty well. I make sure I handle him just a little every day so it is not a pain in the behind to do something like that when we need to.
I think my neighbors are more bothered by the dogs than the chickens, but I am not getting rid of them any time soon!
