Are these feathers normal?

She is 4 weeks and 1 day old, and the only one who looks weird around neck/shoulder area. I tried to get good pictures, we are first time chicken parents. This is only the second time they have been outside for supervised play time.

Thank you, she seems fine and “flies” around. They just look “worse” than anyone else’s. She also barely has tail feathers or very short ones.

I know! Which would make 2 of our 10 chicks we might be able to keep one of them, no way to both

Oh, I’d love to have them. These are our first chickens, so even with 1 rooster, that leave him with 9 hens. From everything I’ve read if We end up with 2 rooster and they only have two hens - my girls would be in trouble! Plus, roosters are illegal in our circumstances so we will be at the mercy of our neighbors...
