Babies not growing, help!

These two babies are the same age. 12 weeks. Dark Brahmas. The larger one is still smaller than she should be, but we are worried about the little one. She eats/drinks/poops like normal. She just isn’t any bigger than a 4-5 week old chick. She isn’t growing at all! Any advice? Thoughts? We can’t let her out, she is immediately picked on...

Being feed great food. All behaviors appear very normal. All except the bigger one has started to get her chicken voice and the little still peeps (incessantly).
 
Here is what I just took. These two are kept together, away from other chickens, so it is 100% theirs. I just don’t know who’s is who’s. Big vs Small

If she's eating, drinking, and running around, and feathered out as she should be, that's great. Is she very thin, by feel, compared to her hatchmate?
What is their total diet?
Maybe she's a bantam, in your order by mistake.

Growing crumble, some layer crumble, kitchen scraps and garden greens. I have had bantams before and they still grew. She’s not growing. Weight feels normal for size. She eats like a pig!
 
I would assume failure to thrive.
It happens sometimes. Usually they dont survive past a few months. I dont know a solution or cure but i would keep her separated so she doesnt get hurt by the big guys.
