Baby boy bantam?

I have this little baby boy... He doesn't seem to have matured yet? but maybe he has? The hen I got with him as few day old chicks is already laying eggs.... I thought he would be making tons of noise and what not. He's tried a couple times but he's the SWEETEST LITTLE BOY EVER... Maybe he's a girl lol but haven't seen him lay any eggs yet. Anyway... How long does it take a bantam to mature (as a male) Is it potentially just him not having a Rooster role model?

He's at least a few months old but doesn't seem to really be growing much.. His comb I guess started to come in?? but it's just a stubble. He just doesn't seem to be aging much. I don't mind <3 I love my baby boy
