Baby chick can’t use his leg!

I had to help two chicks out of their shells this morning, for some reason the humidity was way off and the membranes dried out, one of them fluffed up and is acting right but the other one won’t use its leg and I’m not sure if I can help him or not!!

splayed leg?
I use this for splayed legs, but not sure this is your problem.
