Baby chick has red vent

I am currently fostering two baby chicks. I noticed today that this 4.5 week old chick has a very red vent and it looks like dried blood under the vent. He/she is eating, drinking water, and pooping. This chick seemed to have pasty butt when I first got it a week or two ago but that issue has since cleared up. Is it prolapsed ?? Any guidance is appreciated.

From the photo it looks like a very small protruding vent to me, which should resolve on its own in time.

Just watch to make sure nobody is pecking it.
