Baby chick problem?

Hi! I’m brand new to chicks and just today I noticed this on the bottom of one of mine. His belly looks swollen and the feathers are all crusted up like this. Can anyone tell me what the problem is and what I should do about it? Thanks!

To me that looks like poop, rather than an oozing wound for example. It looks like he sat on fresh poo which then crusted there and is now irritating his skin.

I agree, I warm wet cloth should get that off.
