Baby chick with wings much smaller than the rest

We just got some baby chicks yesterday and today I noticed one of them has wings that are half the size of the rest, but she is a bit plumper (is that a word?) than the rest. Is this normal? I believe she is a Red sex link. We got them from TSC and since they just picked them for us (next time I know better) I didn't see it.
