Baby duck on her back

I have 4 baby mallard ducks that are now 2 weeks old. One of the babies keeps getting stuck on his back and seems to have trouble flipping over onto his tummy again. I have raised quite a few ducklings and have not seen this before. Is this normal? At first I thought she had caught her leg on the radiant heater "mother" but today she did it without the mother being anywhere near her. Is there anything that can be done? Is this congenital? I have turned her over 3 or 4 times when I have seen her on her back.
 
Thank you. She seems healthy otherwise. Just worried it might be a seizure. She definitely has a hard time getting back on her feet. Maybe she only does it when I come in. Don't know what she does when I am not watching.

Okay now you explained more..Talk before you enter and knock on a wall or something..enter slowly. Getting over stimulated.
