Backyard Hens cluck in heat? Mating season

I am recently submitting a request for a pilot for backyard hens in our city. My only concern is : do backyard hens cluck when they’re in heat since there are no roosters around?

Chickens do not run a heat cycle; however, they do cluck and are vocal.
