In California to sell eggs you are supposed to have an Egg handler's license obtained from the California Department of Food and Agriculture. Because Eggs are protein they are included in the "meat" section. They do not come and inspect your farm, chickens or even your eggs. It's all done on paper. I am not positive but I do believe that quail eggs are included as "fowl". You can check facts at cdfa.ca.gov. We have to be careful because there is an outbreak of Newcastle's disease in California. Mostly in the LA area but also one case in Alameda county. I do not think that NPIP allows one to sell eggs in California, you need the Egg Handler's license to do that. Most people that sell eggs get the license from cdfa but don't comply with every requirement. I know I don't. You are supposed to weigh the eggs and label the package "small", "medium", "large", etc. Also put the grade according to the air cell. I do neither. I package my eggs all together, no matter what size! No one really cares. Farm Fresh Eggs are quite popular and most folks don't want them all sized up and graded like in the stores! That's the fun of buying fresh eggs from a farm! I mix all the colors too and people love that.You can also sell quail eggs without a permit or special inspections in CA.
If you're interested in getting NPIP you should look into getting on the waitlists for the pullorum antigen, and/or contact the State department to see what their backup plans are. There is a shortage nationwide right now so the testing procedures are getting messed with.
