My boy Dutches had BRIGHT red combs before they were nearly as feathered as yours.

That is a cockerel (male). The Red coming in in his wings is a give-a-way.

is the red a guarantee? is it possible for a hen to have the red?

That Red coming in where it at is pretty much (90%) a "sex-link" coloring/ marking like in Old English Game Bantams. Where did you get him from?
Examples would be the -
Black Breasted Red (BB Red) http://www.bantychicken.com/OEGBCA/vbbred.html
Golden
Duckwing http://www.bantychicken.com/OEGBCA/vgoldenduckwing.html
Brown
Red http://www.bantychicken.com/OEGBCA/vbrownred.html

Chris

so, if it's 90% it still technically COULD be a girl?

Could be if it was a EE, but were talking about a Dutch so I would say the odds are closer to 99.9% that it is a young rooster.
