Bantam White Leghorns

Is there any chance at all that this sweet 7 week old bantam white leghorn is not a rooster? We aren’t allowed to keep roosters and think I need to rehome him before we get any more attached. Anyone have pictures of adult Bantam White Leghorns??

That's a lot of comb for 7 weeks, even for a leghorn hen. I would say he is a cockerel.
