My father in laws chickens have had this issue for a long time. He has given them calcium via oyster shells and egg shells. But they aren't getting better. He tried antibiotics. I never asked until now because I just became a chicken mama and he wants to give me some chickens and I'm worried this is contagious. Thanks!

This looks more like some feather picking to me. Are the silver laced onces pecking on the black ones that you have noticed?
 
I see feathers missing off the heads of the two black hens in the middle of the photo. Definitely picking and pecking going on. It could be a protein deficiency.
I recommend giving them gamebird feed for one month, then wean them back to regular layer feed.
Gamebird feed contains 22%-28% higher protein than layer feed. It should help stop the picking and pecking, and encourage feather regrowth.
