Be careful with the netting. I've seen the damage to overhead netting done by a great horned owl's talons. So make sure it's really strong. If you really have trouble with owls, confining to the henhouse at night is probably your best bet.

Try netting. How wide and long is your pen? They have netting that will probably fit your pen. Since you lock up your chickens at night, owls aren't going to be a problem for you. Someone correct me if I'm wrong, but by daybreak the owls should be gone. They're nocturnal. But if you have a lot of hawks, you'll need the overhead netting. I'm not sure if the rope with aluminum pans will work for you if you have a big hawk load.
What might help is making sure the chickens have places to get under in case they see hawks. Do you have dog with your chickens? If I see hawks going overhead, not only do the chickens scatter and take cover under the porch, deck, outbuilding, bushes, etc, but I let the dogs out and the hawks fly away. It's been a while since I had a hawk take a chicken...
