Barred Rock-Cochin mix not laying

I have two chickens, one is barred rock-Cochin mix and she does not lay yet although she is seven months old. The other breed I’m not sure what she is but she lays small eggs every day. Is barred rock or Cochin a good layer? When do they start laying?

Are you sure it's a hen? Almost looks like it has saddle feathers. Do you have a better picture?
