Barred rock feather picking!!!!!!!!!

I have a 9 week old barred rock that just loves to pick the feathers from my RIRs. She just goes from bird to bird and picks at them.

Is there anything I can do to stop this? She is only going after the RIRs. She leaves everyone else alone.

She is on 20% chick starter. She also gets some scratch and other little treats. She is in a 16' x 16' coop with 28 others the same age. There are 10 RIR. There is a roo in there that is the same age and he gets after her for it but the minute he turns his back she is back at it.
 
Separate her, she needs a timeout! Put her in a separate cage for a few days then reintegrate her. I have an adult barred rock that I just put in timeout for the exact same thing. I will never own them again, they are the bullies of my flock.
 
It could be that scratch is diluting the protein in her overall feed. PRs are a big bird and she may need more protein. I would stop feeding scratch for a while, maybe add in a mash of the chick feed to help her start eating it in preference to feathers.

Also if you hang some spinach or other greens in the pen it could alleviate boredom. You might even stick some beef bones in there, give them all something else to pick at...

A last resort would be removing her and raising her separately for a while. She may return to the habit later (it does become an ingrained thing).
