Barred rock pullet?

We have 3 two week old BRs. Two are feathering in beautifully, one is lagging behind quite significantly. This chick is growing fine, just feathering more slowly. It has a smudgy white spot on its head and moderate black on front of legs. Was supposed to be a sexed female, but we've been assuming that it would be a roo because of slow feather growth.

Well now it has some feathers to speak of and they look like mostly black with white. Could he actually be a pullet, or is it too soon to tell?

Looks too soon to tell. I usually tell by how fast their tails develop compared to pullets. Rooster's tails seem to be much smaller than the pullet's tails.

Chicks grow at different rates. I don't see anything about that chick that indicates a cockerel.
