BCM 12w Pullet or Roo?

Hello,

Ive got 2 12 week old French Black Copper Maran chickens, sold to me as sexed female at 1 week (80-90% accuracy). I can only keep one, and my city rules are that we can only have hens. Neither has started to crow.

Im reasonably certain theyre both pullets. But if you had to pick the one you'd keep and which one you'd sell based off these images, which one gives you the most "not a sneaky rooster" vibes.

Im leaning towards 2. The comb is slightly larger, but its entirely yellow and there's less wattle development.

At 12 weeks, both of those are hens. Pick the one you like the most to keep. The one with the pinker comb is closer to laying. The combs tend to pink up a month or less prior to laying. You're so close to them laying now, I'd say keep them both until they lay, give them about 3 months of egg laying to see what size and color eggs they'll produce as adults (pullet eggs are smaller - got to get the adult size eggs) and then sell the hen that lays the smaller, lighter colored eggs as a started pullet.
 
Are you adding this bird to an established flock or is there an ordinance that only permits people to own one bird? I am going to hope it is the former, because it isn't best for the hens to be kept on their own. Let us {the forum} know if there is something that we can help with, if it is a zoning issue that is against the best interest of the birds and you need backup to go against it.
