Bedding for baby ducks

What kind of bedding do u use for baby ducks? If I ruin one more towel my husband is going to kill me. It just seems like hay and wood shavings would be choking hazards. And not cozy like a warm towel.
 
I use pine shavings. Sometimes with paper towels over the top for the first day or 2. They should be fine on them.
 
Thank you. I know I have a lot of reading to do but these curries have just keep me very busy the last two days.
 
This is no help, but I used old towels for my ducklings.

The rinse water from washing them was super duper plant fertilizer.

But it's possibly the most labor intensive, difficult bedding. Due to my allergies and my runners' insistence on eating shavings, we kept up with the towels till they moved into their adult quarters.
