Bedding Ideas?

I have quails and they don't live on the ground because we don't have dirt or grass in our backyard, so I've always been using bird bedding, but are there any other options to what I could use? Anything cheaper and safe?

Here's what they live in. I only have 3 quail on each level and it's very big.

With winter not far away the trees are shedding their leaves. We use leaves and pine needles as bedding both in the coop and nest boxes in the fall. Great, and comes with no price tag!

Another option is shredded paper as long as it contains no ink works well too.
