Best caged bird for beginners?

The right first bird is the right bird for the right person. Make sure you study more than one type of bird and their characteristics. Please make sure you are committed to everything the bird may do and that includes the good and bad. Also research good diet for birds, good and bad cages, toys and training techniques. Find a local again vet, and look up how to put together a bird emergency kit to have on hand for the I unexpected. Examples of this is quick stop, cayenne powder, a digital thermometer etc

Having a new bird is an exciting adventure and very fun however planning and researching is fun too and it will pay off in the long run if you are 100 percent sure in your commitment to your new feathered friend and that your son is too. I would also check into cockatiels, as they are amazing birds and can be kept singlely easier than a budgie due to them prefering to be in a flock.
