What kind of vacuum would I need to suck up feathers from hardware cloth? I want to maintain a clean coop. Any advice on what brand and type of vacuum will work?

A shop vac.
My model takes 2 type of bags.
A normal use bag.
And another for fine dust.
The fine dust bags cost more, but this is the type you would need for feathers and chicken dust and dander.
When you go shopping check out the details and bag options of the model you are looking at.
What horsepower of the shop vac should I get? 1.75 hp or 4hp?

Well, that depends on what you are going to be doing with it.
I would wonder about size. My shop vac is a smaller one because I wanted something easy for me to move around with in small spaces, like cleaning out the car. It came with lots of attachments for different types of jobs too, which I liked.
This is the photo of the info panel on the side of it I took the other day when I went to Menards for more bags.
Looks like mine is a 4.5 hp.

Chicken feathers or quail feathers(because you are QuailMan)?
Larger chicken feathers would likely get caught in the hose and cause a hard to clear clog.....along with shavings. BTDT.

aart mentioned larger feathers. You could easily pick those yourself before vacuuming. I would get a shop vac that is easy for you to pick up and carry. They should have a handle on them. If someone else is going to do the vacuuming then it should be light enough for that person to carry.
