BILL FOR CHANGING CHICKEN LAW IN PHILADELPHIA?

Hi, I live in Philadelphia, PA where the city ordinance does not allow us to have any animal considered livestock within the city limits. I was wondering if: 1. there is currently a bill requesting that the laws be changed to allow for chicken ownership in Philadelphia. 2. If not, is there a group or person here in Philadelphia trying to address this. I really want to own a few chickens and don't want to own them surreptitiously, but......I want laying chickens. Hope someone can help. I'm a born and raised city girl stuck in the city:-D
 
Honestly? In the city? I have no clue. I live outside philly in Glenmoore. Near downingtown/exton and I have 12 chickens. 9 hens and 3 roosters. I even live next to my landlord and it seems fine.
