Birds and inclement weather

Hello! I was wondering if it is really cold/snowing do you let the birds outside or confine them to the coop only letting them out on warmer days? I heard they can get frostbite, especially the ones with feathers on their feet because their feet get wet and then frostbitten. I was told you should pluck those feathers? I dunno, that sounds painful. Maybe some petroleum jelly on the feet? What about if it starts to storm, do I need to get them back in the coop? How do you manage birds in incliment weather (i.e. moderate to heavy rain, snow, sleet, ice) Thank you!
 
I live in cental New Hampshire and my chickens are given the option of going out every day. They can choose to stay inside if they like and they do make that choice when it is actively snowing and I do watch for frostbite but my flock of ten Buff orpingtons and Barred Rocks have done very well all winter. I should say that my coop is very sheltered behind our garage surrounded by trees...
